Why Lagos's health promises moved this quarter

Two promises changed status in Lagos this quarter: the 50 primary healthcare centres promise moved from in-progress to kept, backed by a new budget line and a site-visit photograph. The Ikorodu general hospital promise stayed in progress. The building exists, but no qualifying evidence of staffing has been filed.
