Rules

You cannot enforce unwritten rules.

This is the actual standard content and handles on this platform are held to, plain language, no buried clauses.

What gets content removed

Doxxing

Posting or attempting to extract another person's real name, location, phone number, or any other identifying detail, contributor or not.

Fabricated evidence

Submitting a receipt, testimony, or claim you know to be false, altered, or staged.

Impersonation

Posing as a governor's office, an official respondent, another handle, or The Receipt's own editorial team.

Harassment

Targeted abuse, threats, or sustained hostility directed at another contributor or a real person named in the record.

Spam

Repetitive, off-topic, or promotional content with no civic purpose.

Coordinated manipulation

Vote brigading, fresh-handle clusters, or any pattern designed to game verdicts, petitions, or reports rather than express one person's real view. See the anomaly console in the Control Room, which exists specifically to catch this.

What happens to a handle

Four steps, each one logged with the rule cited, each visible to the affected handle from their own dashboard with a link to appeal.

    Warn Moderator

    A dashboard notice citing the rule broken. No restriction on the handle's ability to participate.

    Suspend Moderator

    Read-only access for a set duration. The handle can still see everything, can't post, vote, or submit until it expires.

  3. 3

    Ban Moderator, dual-approved

    Permanent lockout. A second moderator must independently agree before a ban takes effect. Content stays hidden, not deleted.

    Delete Super admin only, fresh 2FA

    The handle itself is destroyed. Reserved for the most severe or repeated violations. Requires a freshly re-verified 2FA code at the moment of deletion, not just an active session, and a written reason. See exactly what survives a deletion below.

What survives a deletion

Deleting a handle does not delete the public record. Evidence that was legitimately approved stays in the receipts library, re-attributed to “anonymous contributor.” Forum posts and testimony that broke no rule are anonymized, not deleted, since removing them would punish the threads of innocent people around them. Only the content that was itself the violation is removed. Tokens are voided, pending claims cancelled, leaderboards recalculated. Push subscriptions and follows are wiped. How to report something

Every piece of user-submitted content, forum threads and replies, testimonies, issues, receipts in the library, has a report button. Pick a reason, add an optional note, submit. Your handle is logged against the report internally (to catch repeated bad-faith reporting) but never shown to the person you reported. Reports land in the same moderation queue moderators work from every day, and content with three or more distinct reporters gets bumped to the top of it.

Appeals

Any sanction can be appealed from your dashboard. Write what happened, it lands back in the moderation queue for a fresh look. Appeals are logged and their outcomes counted in the quarterly enforcement report below, upheld or not, both numbers published.
